FM sector confused over the new Strata Law

The Dubai Strata Law dominated conversation on the first day of last month's Facilities and Asset Management conference, with FMs questioning the need for it to be implemented.

"It seems another person has been inserted into a management structure to do a job that a good FM should be doing," said one FM delegate.

There is a lot of speculation surrounding the Strata Law, with many FMs not understanding the role of the strata manager and many developers reluctant to release control of a development's common areas to the Owner's Association.

But Peter Crogan, CO of bcs Strata Management Services, sees the strata manager and facilities manager working together to create a better working and living environment for employees and tenants. "FM providers and association management providers are there to protect the assets, that's what the laws is all about."

In a bid to regulate the operation of any kind of property, the Strata Law will oversee the facilities manager and deal with all common areas of a developments.

"The strata manager and facilities manager is not the same job role. The strata manager is there to oversee the operation of the common areas and ensure contracts are fully complied with. They will also compile the minutes and agendas for the owner's association meetings," explained Adrian Quinn, executive chairman, Essential Strata Management.

However, the general consensus from the FM community could be down to lack of understanding and knowledge of the Strata Law, something both bcs and Essential Facilities Management hope will change over the coming months.
