DHCC leads, government follows

DHCC has confirmed it will be heading regulatory change across the country.

Dubai Healthcare City's (DHCC) Center for Healthcare Planning and Quality (CPQ) has given the strongest indication yet that it is taking a hand in regulatory policy across the United Arab Emirates.

Dr Ayesha Abdullah, CEO of CPQ told Medical Times that both the newly formed Dubai Health Authority (DHA) and the Ministry of Health (MoH) would soon follow DHCC's lead on legislation.
"CPQ is really an experiment to develop new clinical regulations for DHCC, but this is just a starting point," she said.

"It was always the intention to integrate the regulations to greater Dubai and the rest of the UAE."

Abdullah rejected the notion that friction existed between the UAE's complex array of health authorities.

"I think people see these different entities and think there are overlapping responsibilities and they could contradict each other," she said, "but the current relationship is a complementary one."

Abdullah's comments coincide with DHCC's formal announcement of its 400-bed, AED2.1 billion, University Hospital, which will function as the main tertiary care facility in the free zone.

Building work on the 1.4 million square foot hospital commenced in June 2007 and is slated for completion in 2011.

In an unusual move for the high-profile facility, Dr Muhadditha Al Hashimi, CEO of DHCC, confirmed the hospital would offer subsidised care to both Emirates and expatriates.

The hospital has also been earmarked to roll out the country's first full transplant centre, although the facility will initially be restricted to performing kidney and liver procedures.

"It will be the sole provider of transplant services in DHCC and we will be focusing on live donors initially," Al Hashimi confirmed.

"But as there is a demand in the population for us to expand the programme, we will look to do so."
