A Doha court has jailed a construction site supervisor for two years after a crane collapsed, killing four men and injured three others, Qatar daily Gulf Times reported on Sunday.

The supervisor, from Syria, and his employer were also fined 20,000 Qatari riyals ($5,499) each for the accident which killed three Filipino men and one Indian man.

The accident occurred on March 19, 2007, when a crane being operated for the first time tilted and fell upon the workers at a construction site near the West Bay, Doha.

The superviser, his employer and insurance firm were jointly ordered to pay 150,000 Qatari riyals as ‘bloodmoney’ to families of three of the victims, the newspaper said.

Yes I agree but it is procedural matter. Firstly it is necessary to see whether the supervisor was responsible for the crane saftey or just the site job. Generally it is the responsiblity of the crane operator to check the lift and more responsiblity of the HSE in charge to report this matter to the management . The crane operator has to be trained in HSE programme. He has to say big "NO" when it is over weight and exceeds the capacity of the crane.

I still think its the supervisor's fault.

Why is he given the supervisor position? to just sit in the cabin and drink tea and gives order?

Im sure his job to supervise his works and check if things are done correctly, maybe he did not notice that the crane was over weight lifting which made it collapse.

The supervisor is only a person who is in charge of respective job he has undertaken. That does not mean that he is in the decision making body of the company. It should be investigated who is the owner of the crane , what make ( whether china , taiwan or korea ) , whether the crane is lift worthy and met complete saftey norms , Whether the driver of the crane is qualified to do so , Does the company have an HSE dept. All this factors has to be looked into. Actually the Company owner , GM , Project Manager & HSE Manager should be jailed instead of the poor supervisor. Request the authorities to implement justice

It seems to be usual that the manager and owners of the company are never jailed in the Gulf, only the poor supervisor who is certainly not empowered in most cases to make any decisions. Perhaps one day, the real culprits, being the owners of the company who strive for maximum profits over worker safety, will be the ones who are sentenced to jail or be made to pay the fines.
