My client is a government owned company formed to plan, execute and operate the wastewater collection, treatment and distribution system in the governorate of Muscat. We immediately require a Head of Instrumentation and Controls Section

Principal Accountabilities:

• Manage Instrument and Control sections resources and activities and to ensure deliveries are met according to agreed targets in a professional, responsible and cost effective manner.
• Ensure continuous improvement and utilization of the Computerized Maintenance Management System (CMMS).
• Develop systems, processes and working procedures for the section to support the continuous improvement effort.
• Ensure sections assets are maintained and calibrated according to standards and procedures to guarantee their reliability and accuracy.
• By use of performance indicators, monitor the quality and cost effectiveness of the Instrument and Control section and identify opportunities to improve and utilization of innovative techniques/technology in support of operations.
• Identify frequent instrument failures (supported by the equipment history in CMMS) and prepare, if required, Field change proposals to solve the problems.
• Participate and provide inputs to commissioning activities on new assets against plan whilst ensuring that all HSE principles are applied.
• Identify and report operating variances outside the design limits and Technical Integrity problem.
• Analyze control process logic to ensure plants are operated safely and efficiently.
• Prepare section's budget and monitor and control the same.
•Review staff performance, conduct performance appraisals, identify training needs and make staff development plans.
• Develop a highly competent and motivated Omani work force. Prepare staff reports , tasks and targets, development plans, training and leave schedules.

Experience/Qualifications Needed

• Degree in Instrument and Control /Electronics Engineering or equivalent
• Minimum 10 years experience in Instrument and Control maintenance in wastewater treatment plants or other process plants with at least 7 years experience in supervisory position.
• Good knowledge in Process Control Automation with hands on experience in Programmable Logic Controllers (PLC), Distributed Control System (DCS) and SCADA systems. Experience in Honeywell PKS and Siemens control systems is an advantage.
• Good knowledge in process instrumentation particularly Foundation Fieldbus devices.
• Very good working knowledge with computers and CMMS such as MAXIMO or other similar system.
•Familiar with engineering procedures and standards for Instrumentation, automation, DCS and SCADA.
•Knowledgeable of latest developments for IandC and automation related technology.
•Good IT and communication skills
