Our client is urgently seeking a Chief Operations Officer to be based in Abu Dhabi.
You will be tasked with the following:

Delegate and monitor divisional functional goals, objectives and programs

Prepare reports on the overall performance for the Chairman

Review all periodic reports prepared by Accounting and Finance Division to ensure that they are prepared in a timely manner

Ensure that the performance of various tasks and the conduct of the staff in the Division are in accordance with the policies and procedures

Advise the Chairman on the progress of all work under their control

Ensure availability of required resources to carry out all the tasks related to the area of responsibility.

Review (as a second / third level reviewer) and discuss with the appraiser, areas of concern, if any, and approve periodic performance appraisals of divisional employees

Ensure that divisional policies and procedures are documented and adhered to

Identify the technology needs that ensure that divisional processes are performed efficiently and cost effectively (in coordination with the IT Division)

Lead or participate in the development of financial strategies and the development of the annual budget and operating plan that fully supports strategic and financial goals, business plans and core Transportation projects.

Plan, manage and control financial planning, capital/operating budget preparation and control, insurance, banking and cash management, payments, contracts accounts and financial systems.

Provide general management with expert advice and information on all financial aspects of policies, plans, programs and decisions pertaining to the companies operations.

Develop, establish, and direct execution of operating policies to support overall policies and objectives

Develop an accounting system that providesquick access to financial information and enables strategic budgeting.

Manage and oversee the monthly, quarterly, and year-end financial statements and close processes ensuring that the Executive Council is provided with world class level Financial Statements.

Establish/update financial management processes as well as related infrastructure (accountingsystems) to enable scalability of operations.

Raise capital for funding projects by participating in investor presentations internally and around the globe. Ensure achievement of financing performance goals and commitment and regulatorycompliance.

Oversee monitoring, tracking and compliance of all contracts, ensuring that contractual issues and timely invoicing are resolved.
