Manpower and HRMS Officer

Our client is a power company seeking a Manpower and HR Manpower System Officer to join their rapidly expanding organisation.

The role purpose:

- Assists in developing the needed manpower planning and recruitment plans in addition of implementing those plans in order to ensure the consolidation of manpower plans across the organization.
- Provides effective Human Resources Management System administration including but not limited to system maintenance and data quality. Provide front-end support to HRMS including user training and support, monitoring data and user integrity and assisting process requirements.

Functional responsibilities:

Operational:
- Gathers information and provides input for the preparation of Manpower Budget.
- Assists in the manpower planning activities using relevant systems, procedures and controls according to the manpower plans and advises on Omanisation programs as required.
- Prepares and controls operating and capital budgets for Manpower Planning.
- Follows up on the complete recruitment activities inclusive of coordinating recruitment requirements with other departments of the organisation, identify, source, screen, interview and offer candidates base on skill requirements with coordination with Staffing and Organisation Section Head and other personnel as needed.
- Assists in preparing succession plans and Omanization plan and coordinates staff movement to ensure proper transfer procedures.
- Assists in fine tuning theorganization chart.
- Recommends manpower planning policies identifying the improvement attainable to workforce productivity and profitability and the potential alleviation of staff shortages to be gained from training.
- Provides advice and comment to individual departments on manpower development and provides counsel and guidance on policy determination.
- Coordinates and prepares succession plans and to replace expatriates by Omanis and facilitates Omanisation planning throughout the organisationas per the Omanisation Plan.
- Acts as a member of the recruitment and promotion committee, prepares Omanization reports, monthly departmental reports and generates various adhoc reports as required.
- Undertakes similar or related duties as required such as preparation of the summer student program, giving various advises to other departments and liaising with Government Ministries and outside institutions as required.
- Maintains HRMS integrity, security profiles and passwords within applications managed by HR in accordance with corporate guidelines.
- Ensures that documentation is prepared and maintained for all procedures and systems.
- Ensures that appropriate audit routines are in place in respect of HRMS and managers are advised on any actions required to protect data integrity.
- Ensures the timely implementation of system software upgrades and releases, analysis and review, taking and/or recommending appropriate action where delays or problems occur.
