On behalf of a global client we are seeking aHuman Resource and Administration Manager to be based in their global headquarters in Saudi Arabia.
Under the general direction of the Secretary General you will be responsible for providing all services in the area of recruitment and personnel administration, budgeting and financial planning and control, fund raising, IT and other support services.
Frequent contacts with the Secretary General to assist in the formulation of Secretariat financial and human resources policies and plans. As necessary maintains contacts with different Saudi Government agencies andor officials for all matters concerning the operation of an international organization in Saudi Arabia (visa, work permits etcetera). Occasionally contacts officials of the other Governments to deal with personnel administration and employee relation issues. Continuous and direct contact with human resource development associations, recruitment agencies and training institutions.

PRINCIPAL DUTIES
Manage the annual budget of secretariat by providing central directions and control for the formulation of policies, plans and programs relating to financial transactions, recruitment, training, compensation, benefits and personnel activities.
Provide IT and other administrative support to the Secretary General and staff.
Implement and evaluate Secretariat recruitment plans and procedures to assure fulfillment of Secretariat needs to hire a competent workforce for carrying out Secretariat objectives.
Organize and evaluate the initiation, development and establishment of activities and programs which highlight the development of employees to their maximum potential and help select those employees with the highest potential to meet Secretariat needs.
Manage Finance, Budgeting, Personnel and Administration Division.
Maintain continuous contact with similar international organizations and continuously update the Human Resources Plans in order to attract highly qualified personnel.
Assist in organizingevents including round-table meetings, seminars, workshops and conferences.
Implement programs approved by the Executive Board as directed by Secretary General.
Coordinate with other energy organizations and participate in their meetings, as required.
Perform any other activities assigned by the Secretary General.
B.S. degree in e.g. Personnel Administration, Business Administration, Finance. Higher levels are preferable.
Minimum of 10 years diversified hands on experience in human resources and administration management.
Good interpersonal communicator with comfortable reading, writing and editing skills.
Have a broad knowledge in personnel programs, policies, procedures, and practices and familiarity with Saudi Arabian Government laws and regulations pertaining to employment in Saudi Arabia.
Ability to speak and write with high proficiency in English.
