because Sheikh Hamad Qatar leader is a strategic thinker with a very clear, inspiring and conceived vision, and surrounded himself with talented team who is capable to quantify his vision and translated to strategic objectives, formulated a strategy as per Qatar strengths and weaknesses, resources, competencies, opportunities and risks, then he did whatever it takes to get this strategy plan implemented.
I think what has been revealed that Qatar is the World richest country is just mid-term strategic objective and I am sure that he is on the way to achieve his long-terms strategic objectives in order to accomplish his mission and turn his vision into reality.
It is not difficult if you have leadership, strategic alignment, discipline, achievement-oriented culture, and a well-designed government structure with clear roles, responsibilities to ensure fast decision making. Also it is not so easy.

Congratulation Qatar and wish you all the best.
