hi luxery prices are determined by where the wealthy wish to live Arabs who are the new wealth wish to live in western cities ie london paris etc because the western life is good for them and they can live a western life the number of Burka wearing women who take it off on flights from the middle east to london amazes me ie its not religeous its social
as for Monaco its Tax status has a big part to play in keeping prices high as high net worth individuals need residency there to avail of the status
in simple terms the market determins prices the higher the demand the highr the price
