Regional IT services giant Raya has secured a contract to work alongside local partner Omnex for the implementation of a work process automation solution at the Qatar Ministry of Municipal Affairs and Agriculture. The project will be implemented using Oracle solutions including the vendor’s 10g application and database server software.
The project aims to streamline operations and provide services of the highest quality to the Ministry’s customers through the implementation of state-of-the-art technology. Fadel Hajis Al Kaabi, director of information systems management at the Qatar Ministry of Municipal Affairs and Agriculture, said: “The project aims at automating work processes and making our multiple citizens’ services available on the internet.”
“In addition to helping customers to reduce the time and cost of their transactions with the Ministry, it will create an integrated database for all transactions across the country,” he added.
“The project involves automating 101 services across 27 departments within the Ministry and the Doha Municipality, including the departments of planning management, buildings, engineering, lands, health, project and roads among others, and each of these departments will have at least four online services,” Al Kaabi added.
Ali Sakr, general manager at Raya Gulf, said: “One of the most significant challenges we faced in procuring this contract was to give a clear, detailed work plan that accurately defines the different phases of the project’s implementation.”
“In this context, Raya’s proven track record in implementing similar projects in many Gulf countries worked to our advantage. The Ministry’s decision to partner with Raya reflects the noticeable success we have achieved in implementing large-scale projects, particularly those involving automation of citizen services,” he added.
Al Kaabi continued: “We chose Raya to implement this project because of their understanding of the Ministry’s requirements and their unique vision for the project, in addition to the extensive experience in implementing projects of a similar nature.”
“Raya has successfully provided integrated solutions to governments and private sector companies alike. Before finalising the award of the contract, we had conducted a technical evaluation and found that Raya was well ahead of other short listed companies on all parameters. Moreover, they presented a detailed work plan for the project. This convinced us of their ability to efficiently implement the project,” he concluded.
