Oman has introduced a new cultural visa category that allows foreign artists, researchers and creatives to stay in the country for up to 10 years, marking a major expansion of the nation’s entry permits and cultural policy framework.
Oman introduced the cultural visa as it looks to support international cultural exchange, research collaboration, and participation in artistic and intellectual events.
According to the Royal Oman Police, the visa is issued at the request of relevant authorities responsible for hosting foreign participants, including the Ministry of Culture, Sports and Youth, academic institutions, and cultural centres.
Oman cultural visa
The visa is granted to foreigners entering Oman for cultural purposes, including:
- Temporary residence for cultural exchange or artistic training.
- Academic or research collaboration in culture, arts, and heritage.
- Participation in literary and intellectual conferences or festivals.
- Attendance at, or organisation of, cultural and artistic events and exhibitions.
A special provision also allows a cultural joining visa for the spouse or first-degree relatives of the main applicant.
Visa duration and fees
The cultural visa can be issued for:
- One year for a fee of OR50 ($130)
- Five years, at OR50 ($130) per year
- Ten years, at OR50 ($130) per year
Applicants must use the visa within three months of issuance, or authorities will consider it invalid.

Authorities highlight several national objectives behind the launch:
- Facilitating the entry of experts, researchers, and creators, and promoting the exchange of knowledge and experience
- Supporting the legal regulation of foreigners participating in cultural activities
- Strengthening cultural tourism as a contributor to the national economy
- Enhancing Oman’s cultural openness and international intellectual engagement
- Encouraging foreign participation in cultural and artistic events within the Sultanate

The initiative directly supports Oman’s wider cultural strategy for 2040, which aims to build an open, globally connected knowledge society.
Other key goals include:
- Providing a clear legal framework governing cultural residency
- Enhancing Omani culture through joint events and shared expertise
- Enabling Omani cultural institutions to host international talent with greater ease
Authorities emphasised that visa extensions under the cultural visa scheme do not apply to any other visa categories listed in the Executive Regulations of the Foreigners’ Residence Law.
