The Abu Dhabi Department of Energy (DoE) and the Dubai Supreme Council of Energy (SCE) have signed a Memorandum of Understanding (MoU) to strengthen cooperation in regulating the trading, storage, and transportation of petroleum, liquefied petroleum gas (LPG), and diesel products.
The agreement, formalised during ADIPEC 2025, aims to enhance coordination, safety, and environmental protection across the UAE’s energy sector.
The MoU was signed by Ahmed Buti Al Muhairbi, Secretary General of the Dubai Supreme Council of Energy, and Eng. Ahmed Alsayed Mohamed Al Sheebani, Acting Director General of Regulatory Affairs at the Abu Dhabi Department of Energy.
The partnership underscores both entities’ shared commitment to developing a more unified and transparent energy governance framework.
Under the agreement, the two authorities will collaborate to streamline regulatory procedures related to the trade, storage, and transportation of petroleum and diesel products, ensuring compliance with technical, environmental, and safety standards.
The MoU also facilitates data sharing, joint monitoring, and the exchange of best practices to strengthen oversight and operational efficiency across both emirates.
Ahmed Buti Al Muhairbi said the agreement represents a milestone in national energy cooperation. “This agreement embodies a shared vision to develop an integrated governance system for the trading, storage, and transportation of petroleum products, ensuring the highest standards of efficiency, transparency, and safety,” he said.
“We believe this collaboration represents a pioneering step towards strengthening national integration in the energy sector and supporting the sustainability goals adopted by the UAE.”
Eng. Ahmed Alsayed Mohamed Al Sheebani added that the partnership supports the UAE’s long-term strategy for regulatory integration and sustainable energy development. “This agreement represents an important step towards strengthening regulatory integration between Abu Dhabi and Dubai in the energy sector, supporting more efficient and sustainable operations,” he said.
“By aligning regulatory efforts and enhancing cooperation, we are building a more cohesive and transparent framework that promotes economic growth and environmental stewardship.”
As part of the MoU, the DoE and SCE will develop unified licensing procedures for petroleum and gas trading and conduct joint inspections to ensure compliance with safety and environmental requirements.
