Saudi Arabia and Russian have signed a mutual visa exemption agreement covering citizens of both countries.

The exemption applies to all types of passports — diplomatic, special and regular — and allows visa-free entry for visitors travelling for tourism, business, or to visit relatives and friends, for up to 90 consecutive or non-consecutive days within a year.

The agreement reflects the commitment of both countries to facilitate entry procedures for their citizens, increase reciprocal visits and enhance tourism, economic and cultural cooperation.

It is also expected to support the growth of multiple sectors and expand partnerships between Saudi Arabia and Russia.

The agreement was concluded on the sidelines of the Saudi-Russian Investment and Business Forum, held in Riyadh on December 1, 2025, inaugurated by Minister of Energy Prince Abdulaziz bin Salman bin Abdulaziz and Deputy Prime Minister of the Russian Federation Alexander Novak.

The agreement was signed by Minister of Foreign Affairs Prince Faisal bin Farhan bin Abdullah and Deputy Prime Minister of the Russian Federation Alexander Novak.

The exemption does not apply to individuals travelling for work, study, residency or Hajj, which will continue to require special visas.

The Russian Federation is the first country with which the Kingdom has signed a mutual visa exemption agreement that includes holders of regular passports.
