Dubai to begin crackdown on overcrowded flats

Overcrowding in residential units is “serious violation” against community rules and regulations

Random inspections will commence in some of Dubai’s posh and affordable communities to stop overcrowding of residential apartments, according to Trakhees.

The inspections will take place in a number of Trakhees monitored and managed communities that include Palm Jumeirah, Jumeirah Lakes Towers, International City and Discovery Gardens.

In a notice sent to apartment owners, Trakhees termed overcrowding in residential units as a “serious violation” against community rules and regulations in the special development zones.

It said the allowed maximum occupancy limit for apartments and villas is 200 square feet for each person, however, the limit per property is based on size of the unit.

“Inspectors will carry out regular and random inspections to ensure and verify the compliance of the regulations in concerned community properties. Violations will be dealt with in the form of financial penalty. If not rectified within the allowed period, all the services to the said unit will be disconnected,” the notice said.

As per Trakhees guidelines, the maximum capacity for a studio units is two to three occupants, one bedroom is four to five occupants and two bedroom is six to seven occupants.

Financial penalty is imposed immediately if the apartment unit with the same tenant repeats the violation, the apartment is observed to be overcrowded with more than twice the allowable number of occupants and if a second violation is reported from the unit by Nakheel.

Though no details were given on penalties, informed sources said it can range from $272 (AED1,000) to a maximum of $13,624 (AED50,000).

Arabian Business has approached Trakhees for comment.

In August, Dubai Municipality and Dubai Police’s General Directorate of Criminal Investigation said they jointly conducted 80 raids on overcrowded bachelor residences between March and July.

Overcrowding of apartments has a negative impact on the environment, public health and safety, leading to spread of infectious diseases, excess load on the infrastructure and lack of parking, the municipality said.
