Dr Hessa Al Jaber has been at the helm of ICTQatar, the Gulf
state’s independent telecommunications regulator and the government’s technology
advocate and facilitator, for the last six years.

Al Jaber’s contribution to the country’s telecommunications markets
has been enormous. She has overseen the liberalisation of the sector and ushered
in a new era of choice and competition.

Al Jaber has also had a significant impact on the government’s
modernisation through ICT, introducing an online portal, Hukoomi. She has helped
to streamline processes and ensured greater government transparency, and is also
leading the Gulf state’s initiative to build the first high-capacity satellite,
E’Shail, which is due to be launched next year. The Qatari national is also regularly
involved in programmes aimed at empowering women and protecting children on the
net.
