Sheikh Mohammed issues new legislation for Dubai’s Executive Council

Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, issued Law No. (26) of 2023.

The new law pertains to The Executive Council (TEC) outlining the core objectives of The Executive Council, emphasising its role in implementing the leadership’s vision to cultivate a thriving society, address citizens’ needs, ensure a good standard of living and more.

As per the newly enacted legislation, The Council seeks to elevate Dubai’s status among prominent cities, fortify its global positioning, and expedite economic advancement. Additionally, the Council is dedicated to enhancing preparedness for the future and strengthening overall capabilities.

The law further defines TEC‘s responsibility in assisting the Dubai ruler, endorsing public policies, redefining priorities and trends and overlooking strategic plans to submit to Sheikh Mohammed for approval, in addition to improving the legislative and regulative frameworks.

Also outlined in the law is the process of appointing the Chairman of the council via a decree of the ruler of the Emirate. The selection processes for Vice Chairpersons, Secretary-General of the council and its members as well as the duties of the members.

Establishment of the ‘Strategic Affairs Council’

Law No. (26) introduces the ‘Strategic Affairs Council’ as an affiliate of The Executive Council, solidifying Dubai’s commitment to strategic planning and policy development.

Furthermore, it holds the authority to submit these policies to The Executive Council for approval, ensuring a cohesive and strategic approach to governance.

The Strategic Affairs Council assumes a crucial role in reviewing and endorsing plans aimed at enhancing overall government performance. This includes elevating performance standards in diverse strategic sectors, monitoring global competitiveness indicators, and presenting essential plans to bolster Dubai’s global standing to The Executive Council for approval.

The law meticulously outlines the authority of the President of the Strategic Affairs Council and delineates the operational processes for both The Executive Council of Dubai and the Strategic Affairs Council.

Establishment of the General Secretariat:

A pivotal aspect of Law No. (26) is the establishment of a General Secretariat for The Executive Council. Comprising a Secretary-General and deputies, the General Secretariat is empowered to offer comprehensive support to The Executive Council, the Strategic Affairs Council, and any affiliated councils, committees, or working groups. This framework aids in efficient decision-making processes across various strategic initiatives.

The law precisely outlines the tasks and responsibilities of the General Secretariat, emphasising its role in supporting The Executive Council and the Strategic Affairs Council in approving public policies, strategic approaches, and decision-making. The General Secretariat takes a lead role in preparing and updating the Dubai Strategic Plan, offering insights on legislative projects, and presenting annual reports to enhance government performance.

Law No. (26) of 2023, effective immediately upon issuance and will be officially published in the Official Gazette.
